[pso] [Tema4] lock_kernel si unlock_kernel

astea fac parte din BIG KERNEL LOCK care au fost introdus pentru a
face repede kernelul functional pe SMP. intre tip chestiile se
schimba, lockingul e mai fine grained :) iar BKL trebuie evitat.
