[oss] Repository with template setup for creating CTF challenges

Hi, everyone.

Based on our experience with CTF for the CNS class, OWASP Appsec CTF and
ACS IXIA CTF, we've created a template repository with the setup for
creating CTF challenges[1]. It's focus is on creating challenges, not so
much on setting up the challenge infrastructure (virtual machines) or
the CTF site (such as Mellivora).

If you take part in creating challenges for a CTF, you may find this
handy. Fork it and use it.

Contributions are welcome. If you feel there should be additional
resources as part of the template setup, please create issues or,
ideally, pull requests.
