[oss] OSS wiki and mailing prepared

Hi, everyone!

I've set up the wiki[1] and the mailing list[2] for the Operating System
Security class.

All participants can authenticate using the cs.curs.pub.ro LDAP account
and edit the wiki. Please do so if you find errors or you can provide
useful information.

I've added all participants to the first lecture/lab to the mailing
list. If any other people want to join the class, please direct them to
the mailing list page in order to access the wiki.

Materials and mailing list dicussions are going to be in English.
